Budget 2016 Is An Investment In Our Future
I welcome a number of measures in Budget 2016 announced this week.
As Seanad Spokesperson for Education, Disability and Equality I strongly welcome the restoration of the respite care grant and the investment in the areas of childcare and education.
I have campaigned for the full restoration of the respite care grant since it was reduced. I am happy to see this has been achieved but would caution that we need to see care givers and those with disabilities given the supports necessary to be cared for at home or in the community and see full inclusion in society. The restoration of the respite care grant was a personal goal for me and I am delighted to see this payment restored for the many tireless care givers across the country. A total of 86,000 carers will benefit.
Budget 2016 is an investment in all of our children. Children with additional needs will be better supported from pre-school right through secondary school as a result of the announcements in Budget 2016.
I welcome the introduction of a new model of support for children with additional needs in pre-school settings. A total of €15m in funding will be provided in 2016 to phase in supports to allow pre-school settings to be fully accessible for children with additional needs. Further measures which will be supported include enhanced continual professional development for childcare workers; appliances, equipment and minor alteration grants; and access to therapeutic intervention. A further announcement in the childcare sector which will support all children is the introduction of a new starting age of eligibility of 3 years for the Early Childhood Care and Education Scheme.
At primary and second level an additional 2,260 teachers will be recruited during 2016 and will ease the current class sizes. A total of 1,650 new classroom teachers and 660 resource teachers will be recruited at primary and second level. Pupil teacher ratio at primary level will be reduced from 28:1 to 27:1. 550 additional teaching posts have also been announced to improve school management and leadership supports as well as guidance.
Further good news in education includes the confirmation of Minor and Summer Works Funding with primary school allocations of €28.5m in minor works to be announced in the coming weeks. The Summer Works Scheme will run over two years with funding of €80m.
I have had the opportunity to meet with many teachers and principals in our local schools and can attest to their commitment and excellence in the classroom. I have long advocated that they receive the supports and assistance necessary in order to provide the best opportunities for students. Students, teachers and principals are being further supported in Budget 2016 on a variety of fronts including infrastructure, classroom support, pupil-teacher ratio and at school leadership level.
As Spokesperson for Education, Disability and Equality I strongly welcome the attention paid in Budget 2016 in supporting those with a disability, their families and our children.

Dundalk Positive Mental Health Week Sparks Local Conversation On Mental Health
The 3rd Annual Dundalk Positive Mental Health Week 2015, which ran from 3rd to 10th October, proved to be a great success with each of the events very well attended.
The events held throughout Dundalk Positive Mental Health Week sparked conversations on promoting mental health awareness and the importance of discussing our mental health in everyday conversations with family, friends and co-workers. The events held throughout the week brought together a number of groups and individuals in the community all in the spirit of promoting mental health.
A family walk promoting positive mental health was organised along the Navvy Bank led by Wee Binnions Walking Group on Saturday, 3rd October and a coffee morning on Monday, 5th October in Riva Earl Street.
Dundalk Positive Mental Health Steering Committee member and Regional Development Officer for SHINE, Derek Pepper hosted a two hour radio show on Dundalk FM on Tuesday, 6th October. The radio show included special guests with a variety of perspectives on how to promote positive mental health. We were delighted to have Dundalk FC manager Stephen Kenny, Bernardine Quinn from the Outcomers, and local educators Sinead Mc Donnell and Sandra Woods from Bush Post Primary School to discuss the promotion of positive mental health through their respective areas of sport, community and education.
I was delighted to welcome Minister Kathleen Lynch to launch the 3rd Annual Dundalk Positive Mental Health Week Art Exhibition in the Carroll Building Dundalk Institute of Technology. It was fantastic to see such a cross-section of our local community supporting the art exhibition launch and Dundalk Positive Mental Health Week. I would like to thank President Denis Cummins and DkIT staff for facilitating and assisting with the art exhibition. I would also like to sincerely thank all of the exhibitors for sharing their beautiful pieces of art with the community.
The cookery demonstration hosted by Alan McCabe was held on Thursday, 8th October in the Hospitality Suite of DkIT. Alan provided the audience with healthy recipes and discussed how healthy eating is important to our mental health. The cookery demonstration added a new perspective and was a very welcome addition to the line-up of events.
Mental health is as important as our physical health but for too many years the subject has been taboo. The Dundalk Positive Mental Health Steering Committee works to reduce the stigma surrounding mental health through conversation and by promoting awareness of the local mental health services available.
This week's events have certainly generated a local conversation and the importance of making time to talk about our mental health with those close to us.
The Annual Dundalk Positive Mental Health Week has grown from strength to strength since we began three years ago and I look forward to continuing this work in preparation for the 4th Annual Dundalk Positive Mental Health Week along with steering committee members, Bernardine Quinn (Outcomers), Derek Pepper (SHINE), Liz McGuckin (Dundalk Counselling Centre) and Garda John Brady (Juvenile Liaison Officer).

€1.3M In Sports Capital Grants For Louth
A total of €1,300,292 has been awarded to 29 sports clubs and organisations in Louth as part of the 2015 Sports Capital Programme announced today.
I would like to congratulate the local clubs who have been successful in their bids and wish them well.
I am delighted that total funding of €1,300,292 will benefit 29 clubs in the county. It will help to modernise and develop local sports facilities and purchase new sports equipment. The allocations to each club will have a positive effect for not just the club membership but our community as a whole.
I know there will be disappointed clubs and organisations this time around and I would strongly encourage these groups to apply again next year.
The Sports Capital Programme is an important opportunity for sports clubs and organisations, and encourages more people to take part in sport by helping clubs develop their facilities.
